Open Tools/Account Settings, select Outgoing Server (SMTP) at the bottom of the left pane, then Edit the server settings. What error messages (in English) do you see when you try to send? The instructions on the Yandex site are a bit confusing, as the text suggests yandex.ru for the server suffix, while the pictures show yandex.com. Also, they state that the User Name should be the part of the address before the @, unless it's a domain address. The recommended authentication is 'normal password', but I believe OAuth2 authentication is supported in TB for Yandex IMAP accounts, which avoids the use of an app password if 2-factor authentication is set on the account.

In general, I always add an account in the Offline state, to bypass the TB lookup process, which may not have up-to-date or correct settings.

But the problem can be corrected only by replacing the wrong sntp address for outgoing server yandex. due to the fact that sntp in Mozilla Thunderbird differs from sntp, specified in the instructions, because of this problem.
