When writing to a group there is the option to remove a name but why can't this be done when forwarding an email

Under the help section on how to create email using a mailing list, it advises that each contact in the mailing list will appear in a separate 'To' field. This allows one to remove a name if desired. BUT why does this not apply when FORWARDING an email to a mailing list when a name needs to be removed.
