Unable to recover lost windows. Not present in "Recently closed windows." History or recently opened tabs remain. How to recover lost windows?

All but 2 of my previous saved windows have been lost. They are not recoverable or present when trying to use "Recently closed windows." How could this happen? More importantly, how can I recover them? They contain numerous tabs that will be impossible to recreate from memory.
