page refreshes when touching screen for the first time after loading a page

some pages while browsing would refresh upon touch input. usually it happens only once. but in one website it kept refreshing as I tried to click anything. only way to stop it is to touch and hold to see if the refresh symbol appears and if it does, I have to slide the finger up, before releasing, so as to cancell the refresh.
