Thunderbird's dropdown list of available target folders for setting up a message filter is incomplete. I have added a new folder, but neither the Recent list nor the named account list shows the new folder to which I want messages from a specific sender sent. How do I get that new folder to show up in the dropdown list?

Delete/disregard this support request. I figured out the solution. Hadn't gone deep enough in nesting.
