When Thunderbird Message Filters window says "Run selected filter(s) on: <folder name inserted here"" is that for the ones with the "Enabled" check-box checked or the ones that are highlighted? Essentially, does "selected" mean "Enabled"? </p>

Ticked checkbox = enabled. Highlighted = selected.

When no filter is highlighted/selected, the options at the bottom are disabled.
