With the newest version of TB (68.10.0), when I type in a new email address in the form of:

   Name <name@domain.com>

I end up with an email of:

   "name@"@domain.com

I have done this multiple times. I finally had to just put the email in directly (not inside <>).

I tried to reproduce your problem, but couldn't. Thunderbird (same version as yours) behaves as expected, so disregard reporting it as a bug, at least for now. Something else in your environment is causing that behavior. It could be an incompatible or buggy add-on. Try restarting Thunderbird with ALL add-ons disabled. The option is under the Help menu.

Why are you including the angle brackets? If the email address is already stored in Thunderbird's address book(s) with a known name, simply type the name and select the matching autocorrect suggestion, or start typing the email address and select the matching suggestion. If the address is new/unknown (not yet stored in any address book), then simply type the address alone.

I understand very well how to enter the raw email if it is new. My questions deals with a change in behavior in Thunderbird (which I have used for 10+ years). Previously, you could enter a new email in the TO: line by giving the name of the person followed by the email enclosed by "<" and ">". Now, when you use this method, the input line is being parsed incorrectly, including adding double quotes and an extra "@". This clearly a bug, and I am interested in finding out more about it.

Stans, thanks so much for the suggestions. I hadn't thought about extensions causing the problem, but I'm well aware that this often happens. So I ran safe mode and had no problem with all of the extensions disabled. I then turned on each of my 4 extensions one at a time and sent an email to a nonexistent email on my domain (which of course bounced), and all 4 extension are clean. Finally I deleted the original I added to my Address book after the problem, and then sent a new email creating the new email with my old technique. Worked just fine.

So, I'm going to chalk this up to Windows 10 having a glitch in one of the many system dll libraries. I'm sure I have rebooted in between my initial problem and today, and that probably resolved the problem. I'll try that the next time before I create a thread.

Thanks for all the help.
