How can I change the language (not the spellchecking, but the system) in Thunderbird?

I've installed Thunderbird on a second pc and now it is in English. I want to change this (system) language into Dutch. So it is not about the spellchecker, but only the language used in the application

Download and install the correct language.

How do I download and install languages?

At the top of this forum is a link labeled Mozilla. Clicking that and them click Thunderbird. Under the Thunderbird download button it says other languages. You install the correct language from there.
