Recent versions of thunderbird have white text on white or light gray tabs and buttons that can't be read. How do I fix this?

Upgrading to 38.2.0 from previous version did not help. I am using Thunderbird default theme. I have tried add-on themes, and they are unsatisfactory. I prefer vanilla, but inactive tabs at the top and the menu bar are unreadable. How do I get black text back? I have searched the Web and cannot find an answer. I have read discussions of editing userchrome.css, but I can't find that file in my profile. If this question has been asked before, please help me find where. Thank you.

As an aside, the file name is userChrome.css and it doesn't exist by default; you have to make it yourself, inside the also (probably) non-existent chrome folder.

I now believe this is a Windows 10 issue affecting desktop fonts in Thunderbird. Mozilla Support might not have an answer.
