Firefox does not support phone-generated QR passkeys on Win 10 PC. Other browsers do.
I use passkeys for many online services, they are stored in my Android phone. I use the same Firefox version on two Win 10 Enterprise LTSC 21H2 machines and one Win 11 Pro 25H2 machine. On the Win 10 machines QR passkeys don't work with Firefox, but work with other browsers. Firefox suggests USB-device-based passkey logon only. On the Win 11 machine Firefox offers both phone-generated QR passkey and USB-device-based passkey logon options. Why Firefox doesn't support phone-generated QR passkey on Win 10? Can it be changed in config?
Attached you can see two screenshots from the same Win 10 PC. No phone-stored passkey option in Firefox.

It only supports what the operating system supports. I don't think Windows Security had bluetooth/hybrid support back then on W10. There might be some IFs and WHENs if you have the right edition with the right updates from the later vintage etc. but I don't think it was ever reliable to assume the hybrid transport would be supported there. The bluetooth handoff is only expected to work on W11 with the right drivers.
(This is generally a question for Windows support. Firefox only supports the system abilities as it does not store the credential. Clones of Chrome use Google's custom implementation for their wallet ecosystem support they had to create independently of platform plans and abiities as they can also be the ones storing the credential.)
I shared some version numbers and reference links in support.mozilla.org/questions/1607095 which is different from what you're looking into, but a lot of the information overlaps between the two.
