Translation icon missing in menu bar

I'm running Firefox 130.0.1 (64-bit) and noticed when I read a foreign-language wikipedia article, I do not get the translation icon in the right end of the menu bar. All I see is the "Toggle reader view" icon and the "Bookmark this page icon." I can't figure out where it went. I saw another thread that asked people to check their General settings and "choose your preferred language for displaying pages" option, but it's already set to English (US).

Note that you do not get the translation icon for pages that are in the preferred language for displaying pages list, in this case use the "3-bar" Firefox menu button.

The second language setting in Settings is about the preferred languages for webpages.

Did this change with a recent upload? I remember having the translation icon on foreign language wikipedia pages.
