Firefox 20.0.1 Slow to Draw Menu Bar (at times)

This just started with 20.0 (I believe). The menu bar text appears about 5 seconds after Firefox is opened. I am using two separate Firefox portable browsers and both have the same problem. I have tried disabling all add-ons and the problem persists. This happens randomly (but not often). See screenshot (if I can get it posted):

I have solved this problem by disabling hardware acceleration in Firefox; however, I still believe there is a Firefox issue somewhere because I have an ATI Radeon 6450 (PCI-E 2.0 graphics card) that runs Direct X 11 in Windows 8 PRO and the Firefox graphics information shows Direct X 10 support. So, could this also be a problem for others that are running Direct X 11 natively?
