Is there a way to restore a previous window's open tabs from the sync data? I can visualize the device B's tabs but I don't know where to see where device A's went when I restarted the laptop (which doesn't usually lose all of my tabs).

Did you look at the history list as that would be were the tabs sites would show up at. If you closed and didn't reopen the sessions on the next start before closing all tabs will be gone. This is why one makes bookmarks of the tabs so they don't loose them.
