I have a solid black line from the start button accross the bottom of the page causing the start button to be inoperative. How can I remove the black line

At the bottom of my laptop screen, the the right of the Start button, I have a solid black line..all the way to the norton button. How can I remove it without turning of the computer and re booting. This black line makes the Start button inoperative. Thanks
