I have done what you recommend to turn on VPN. But the VPN in the toolbar has an X in front of it. What do I need to do?

If you hover over the VPN, it is actually a toggle which can switch the mode from off to on.

I have hovered over the icon, and no toggle appears. Whenever I click the icon, it begins the Get Started process again.
