He said its down to some update which for some reason I dont have but in the attached image, he is able to add his own wallpaper in nightly but I am not for some reason. Would love some support

He switched browser.newtabpage.activity-stream.newtabWallpapers.customWallpaper.enabled to true in about:config. But this feature is still in development, I'm not sure if it works right now.
