You need to find a way to contact that site Webmaster or IT department about this link issue. I get the same error when clicking the link.
Checked on https://www.ssllabs.com/ssltest/ and it said Certificate not valid for domain name. After clicking on Ignore Certificate Mismatch >> link it was not great. https://www.ssllabs.com/ssltest/analyze.html?d=peb.mp.gov.in&s=164.100.60.116&hideResults=on&ignoreMismatch=on

There is a domain mismatch, the certificate is only valid for: esb.mp.gov.in and not for peb.mp.gov.in
