The problem is : Some of the time FF just records 0 bytes file and says nothing. I suspect that FF inspect the URL of the links and discard ( perhaps for security reason ) ones that do not begin with HTTP.
The bypass is : One has to copy the link and insert in in the new page of FF.
The solution would be to change FF code.

We certainly have not set our FF in the same manner. I now understand that FF thinks the file is corrupt. I will try to report this as a bug and soon close this thread. Thank you.

you will see while hovering over hyperlinks that some begin with «http…» and some don't. With FF's download parameters set at recording the files, clicking the links not beginning with «http…» will record empty files with 0 bytes. Precisely, on https://support.hp.com/ca-fr/product/omen-desktop-pc-25l-gt12-0000i/33492320/model/36682918/manuals?sku=13Z17AA there are 4 links and only the 3rd delivers a correct result : pdf_2096027_fr-FR-1.pdf.
The other three c06584215.pdf c06906488.pdf c06867759.pdf are empty files.
And HP's website is not the only one.

Thanks for your message Dropa. Are you using FF 100 ? You have certainly set FF differently than I have as I have mine set as recording the PDF files.
I click the 1st link you posted and then on that page the 2nd link (AMD® Graphics Driver November 2021 Security Updates) and it works for me. see screenshot
