I cannot scroll up only down and cannot perform functions at the top of the screen only at the bottom.
Told to use the F7 key and turn off caret browsing and use the Tools>Options>General>Advanced>Always Use the Cursor keys to navigate within pages. Neither of them worked as I still cannot scroll up only down.

Start Firefox in Use Troubleshoot Mode in Firefox to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
- Don't make any changes on the Safe mode start window.
