Firefox will not open, but when I shut my computer down it says that it is running and must be forced quit. Once I rebute the computer it opens but is very slow and hang up on many web pages. I have reinstalled it with little help. In contrast, Windows Internet Explorer works fine.

Did you check your security software (firewall)?

A possible cause is security software (firewall) that blocks or restricts Firefox without informing you about that, possibly after detecting changes (update) to the Firefox program.

Remove all rules for Firefox from the permissions list in the firewall and let your firewall ask again for permission to get full unrestricted access to internet for Firefox and the plugin-container process.
