Built-in VPN start problem

I am interested in using the built-in VPN. The directions say to turn on VPN in Firefox I should go to the VPN setup prompt in the top-right corner of the Firefox toolbar, or the VPN icon. There is nothing about VPN in my toolbar. I am running 153.0.1
