Only after a boot and login. Firefox hangs for 2 minutes with 100% disk usage.

Only after an cold boot Firefox hangs for 2 minutes when I start it. When I start Firefox a second time --> Fast. When I log off/on --> Fast. When I log off and login with other account --> Fast. When I reboot --> Slow. I use a SSD with Windows 10 I tried all sorts of things (delete user profile, reinstall firefox, newer version, safe mode, del srudb.dat, stop VirusScan, install 32-bit version, ...). Version 69/70 has this problem, Version 65 hasn't (our former version)

The only thing that helped was reinstall the PC, but that is not a usable solution (more than 1000 PC's). In the eventviewer there are errors that seems to be related (sorry in Dutch):

Someone has a clue?

The windows-10-100-disk usage tips didn't help. The strange thing is that the 100% disk usage is only with firefox when I start it for the first time after a reboot (no problem with other programs, no problem with a second start of firefox).
