Yes to both of your questions. On my phone i could turn it on but on my laptop no. I sign in and when i want to turn it on it opens the same tab with get started.

Hey there, I am a bit confused because you're describing two different issues. On your original request you couldn't get access because of end of support. Now you say you can't get access because you can't pass the get started page. Which one is the accurate one?
