I think the person who posted that made a mistake, and the URL was meant to just be the home page of the site.

In other words, instead of

x-webdoc://F4F182E8-B23B-4572-BBEC-691F12C7D1E7/capnet.aquarepublica.com

it was meant to be

https://capnet.aquarepublica.com

If you run a websearch for "x-webdoc" an article comes up indicating this can be caused by specifying a "relative" link on some system. I didn't study the details.
