Using XP and User Accounts on desktop computer; one user has "Network Error (tcp_error)" and the other user can use Firefox just fine.

Two hours after posting the question I stumbled upon the solution. My setting in the Network tab was incorrect (I don't know how it got changed).

Click on Tools->Network->Settings->"Auto-detect proxy settings for this network"
