In about:config, javascript.enabled has a default value of true.
Thus, JavaScript is on by default.
Thanks! Then why does one still get banner pop-ups on certain sites saying it needs it enabled to function correctly?

Do you have any add-ons installed in Firefox? One of them may be preventing scripts from running in pages that you are trying to view.
I am using DuckDuckGo. FF extensions are uBlock origin, Privacy Badger and NoScript. I think it's only on Samsung cell, not sure if I get pops on laptop!

First off, there is no need to go into about:config for this. Looking at the list of add-ons that you are using, the problem is likely to be caused by NoScript.
I suggest looking at the NoScript settings for any exceptions you can add for sites that you use regularly.
