Changes in settings are not holding when app closed and re-open.

I am running WIN 11 and new Thunderbird 140.1.0 and changes in setting are not holding. For example, de-selecting start page so I see no start does not work. I get the new dark page upon restart. Also, in appearance I de-select hide system bar and that does not hold, as well as select table view but upon restart I get card view. Any tips or tricks would be helpful. Thank you for your time and effort.

I have no solution, but something external to thunderbird is preventing the prefs.js file in the profile from being updated at shutdown. it could be an antivirus or other software, or even that the prefs.js is read-only.
