How can I add a link to a local html file to the Top Sites panel?

When I try to add a new link to a file (e.g., "file:///Q:/3rd_party/dicom/standard3/DICOM%20Standard%20--%20Current%20Edition.htm") Firefox adds prefix "http://" and then tries to open "http://www.file.com///Q:/3rd_party/dicom/standard3/DICOM%20Standard%20--%20Current%20Edition.htm" instead the link to the file. The same time, Firefox opens html files from disks and bookmarks correct. I have Firefox 59.0.2 on Win10.
