why can't I toggle the secure connection on or off?

One site I use only seems to work properly when I toggle off the secure connection. Here you can see the difference between what the site looks like when it's not working with a secure connection and when it is working without a secure connection (showing bargraphs):

Now I know I can usually toggle this secure connection on or off as follows:

But sometimes this appears not to be working. No matter how often I try, the connection keeps its current status (either secure or not secure). What kind of mystifies me is that I have two windows 10 computers side by side with a fairly identical configuration and on both computers I had the website open that is visible in the screenshots above. On one computer the connection was secure and I couldn't toggle the security off and on the other computer the connection was not secure and I couldn't toggle the security on.
Does anyone have any idea what might be causing this?
After a while, without really changing any settings, suddenly the toggle was working again.
Usually I'm in a situation where I want to toggle security off so the site is working (displaying bargraphs).

On the computer where I couldn't toggle security on, I did a bit of testing.
Switching to safe mode didn't seem to resolve the problem.
Clearing just the cookies for the specific site where the problem occurred didn't seem to help either.
Then I removed the complete history from firefox (all checkboxes marked and deleting all data from first use) and that seemed to resolve the issue. So now I'm able to toggle on and off the secure connection again for this specific site.

There may be several reasons for this behavior.
Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.
A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
Many site issues can be caused by corrupt cookies or cache.
- Clear the Cache and
- Remove Cookies
Warning ! ! This will log you out of sites you're logged in to. You may also lose any settings for that website.
Type about:preferences<enter> in the address bar.
- Cookies; Select Privacy. Under History, select
Firefox will Use Custom Settings. Press the button on the right side called Show Cookies. Use the search bar to look for the site. Note; There may be more than one entry. Remove All of them.
- Cache; Select Advanced > Network.
[v57+] Select Privacy. Across from Cached Web Content, Press Clear Now.
There is security software like Avast, Kaspersky, BitDefender and ESET that intercept secure connections and send their own certificate.
