Despite having display homepage on startup selected firefox 4 still displays my previous tabs

My Firefox 4 browser always opens up the last page I viewed or last tabs I viewed when I open up a new browser window. I have the options set to Display homepage on startup and all of the other options indicate this should be the case, but it is not.

It does not matter if I have 1 tab open or 20 tabs open they all reopen when I open a browser window after closing out all of them.
