The side slider does not move when I put the mouse on it I need to click under it or on the bottom arrow. Once it has left the top position it will move. Also some applications like changing the city on the weather button will not change.

Both the Yahoo! Toolbar extension and the Babylon extension have been reported to cause an issue like that. Disable or uninstall those add-ons.
