When syncing between two different firefox instances not on the same OS or computer which of them is the syncing from and to?

If I have one instance where I have Firefox on a different computer and another on a completely different computer which of them does Firefox know it's the latest one to sync from?

I also run Waterfox and it syncs just like Firefox. Just install, sync, and watch the magic. https://support.mozilla.org/en-US/kb/how-do-i-set-sync-my-computer https://support.mozilla.org/en-US/kb/how-do-i-choose-what-information-sync-firefox

There is no master for Sync, all connected devices are equal and data from all connected devices is uploaded to the Sync server and merged to the other devices.
