I want to make the Pop Out Window for a Video (e.g. YouTube) be always on top. So if i open Word or something i can continue to watch the Video.

Are you using Picture-in-Picture as that places for me the window on top on Linux, I'm not sure whether this is possible on Windows? You can possibly try the window System menu (Alt+Space).
