Download the Beta channel builds from https://www.thunderbird.net/thunderbird/beta/all/ if you want a specific locale.
Sorry, but it's the same for that file. times are given AM/PM and not in 24h format as expected from a British English version.
The German and French and Irish versions work fine, I guess there is a glitch somewhere in the compilation or copying of the final btar files.
The story with the locales is a little out of hand. The only way to have a decent English speaking version many software packages is to take British. But they have imperial measurements, funny paper sizes etc. The time and date formats however are fine. The best idea I have had about this is the Irish English, which offers the English language with a correct time/date format and correct paper sizes.
Does anyone who reads this have a way of influencing this ?

The date formats used are extracted the system defaults. I have no idea what distribution you use or what desktop environment, therefore I will not even venture into how to do that other than to say the TZ environment variable is what you need to search

So, here is the conclusion. Thank you very much, first, for your efforts and bearing with me. I have been in IT for a long time and should have known this, but one never ceases to learn. The right answer is the LC_TIME env variable. Im on a corporate system, where only en_US, en_GB and fr_FR are available. Gnome-shell allows me to set the language, which I set to English and the "Formats", which I set to France, as that is where I live. So the date and time are correctly displayed and the language of the UI is English.
oh, and version 60 doesn't do that any longer. 59 does.
