As per the website you wrote , on searching I found that this website shows few points : philipsburgmt.gov is not available at this time. If you are the owner of this website, one of the following things may be occurring:

   * You have not put any content on your website.
   * Your provider has suspended this page.

Which means the domain may expired so no longer available . check it back and see whether you are getting the same .

I get the same "Plesk - Parallels" Domain Default Page on IE8 as I do in Firefox 40. See the screenshot.

I am sorry I was not putting out the question right. The website is philipsburg.gov/home. I am using windows 10. The site is being built at this time. When I go to look at what I have put on the site the main picture does not show up. It does show up using all other browsers. My tablet uses microsoft edge.

Do you mean the Flash generated image? In the part of that page which is blocked with the red "F" in my screenshot?

The browser that you posted here with doesn't show that Flash is installed for Firefox.
