Ver 31 Preferences button not visible even though I have restated multiple times. How do I make it visible?

In Ver 31 the 'show remote content option' was changed to a 'Preferences' button. This button does not show on my Thunderbird. I have made sure it is up to date. I have restarted it multiple times, and still i cannot get the button to show. As a workaround I am having to look at my email via the browser - not always convenient.

have you restarted from the helkp menu with add-ons disabled. V31s changes may have tripped up an add-on and it is hiding the button.
