How do I make the Downloads button open the Downloads/Library window?

I have a copy of Firefox on one computer that somehow opens my list of downloads in the Downloads section of the Library window. Meanwhile there's another computer with Firefox that opens a whole tab with my list of downloads. I prefer to use the Library window view instead of the tabbed view. I have the Downloads button inside the Menu rather than on the toolbar. Can someone please help me find an option or other way to set the Downloads button to open the windowed view on my other computer? Thanks.

Firefox opens the about:downloads page in a tab when you are in Private Browsing mode. The Downloads folder is only opened in normal mode.
