To sync a mobile device, the instructions say to open Firefox browser on mobile, from Menu go to Sign In, aim phone camera at QR code. The 3 lines at the screen bottom right (i'm assuming this is a menu but printing an icon labelled "menu" is less cryptic) offers no sign in opportunity.

All you need to do is sign into the same account on the phone. No QR code required https://support.mozilla.org/en-US/kb/how-do-i-set-sync-my-computer https://support.mozilla.org/en-US/kb/how-do-i-choose-what-information-sync-firefox
