FF Syncing only tabs and bookmarks, not history

I enabled Sync on my new laptop and synced it with FF on my desktop computer. I selected all six of the features to sync, including History. But the history will not sync. Only the bookmarks and open tabs are syncing. I noticed that when I hit the "Sync now" button, it says "Syncing tabs...". Has this changed? I'm sure it used to say "Syncing..." without the word Tabs on my old laptop, where history was syncing properly. Is there a new setting I have missed?
