How do I enable a new add-on that doesn't show in the menu bar?

It's marked as enabled in the add-on list but when I run the Troubleshooting Information there's a "false" in the enabled column. So it's both enabled and not enabled.

Make sure the add-on is compatible with Firefox Quantum, if it is not a WebExtension, or the download page has a warning that says, it is not compatible with Quantum, then you cannot use that add-on.
