Firefox cant load a website and after shutting down the service is still running

Occasionally Firefox will not load a page. I have a good connection to the internet. I shut down firefox and it wont start again because it says that I already have an instance running. In order to restart firefox, I either have to reboot or shut down the firefox.exe service manually. It has happened over the last two versions of the application. I check help every time it happens but have never been able to find anything close. Finally decided to use the forum.
