Firefox allows multiple profiles, which are independent settings folders. Do you use a shortcut to start Firefox that specifies, say, "MyWorkProfile" rather than letting Firefox use the profile of its choice?
To get more insight on profiles, you can open the About Profiles page in Firefox. Type or paste about:profiles in the address bar and press Return to load it. Look for this text:
This is the profile in use and it cannot be deleted.
In the table below that will be a couple of disk locations, and then some buttons. Do you see a "Set as default profile" button for the profile that is in use? If so, that means it is not currently the default profile. You can click that button to make it the default, and then Refresh should become an option for that profile.
Hopefully this is making just a little bit more sense...
If you share this computer with others who may have their own profiles, especially someone who set this up without explaining it, PLEASE check with them first and explain what you plan to do.

My guess is that you are using a non-default Profile. Only the default Profile has the Refresh button.
I have no idea what that means.
