Is this web page actually from Firefox?
When I opened my computer this morning my first tab came up as "https://iephita...fbedc4f86.html" and the entire screen was taken up by a red background with a large Firefox logo and in large letters "Critical Firefox update" and below it "Download Now"
I followed your instructions and took a screenshot, it downloaded to My PC where it is now located. However, while I can locate it with the search button and attempt to upload it as a .png file, it won't complete the upload in now over an hour.
Is this request actually from Firefox? If not, what should I do?

It is good that you are suspicious of this page. The scammers designed it with a orange background and large Firefox to tray and distract people that they were not a on a *.mozilla.org page instead of a random weird name url.

No, that is not from "Firefox". Don't do anything with that fake update file.
