I am getting a popup apparently from Firefox offering a download of a registry cleaner. Is this a ligiit offer or is it bogus? I do not want to download anything that might cause me a problem

NOOOO! IT'S A TRAP!!!
Indeed, a trap.
Furthermore, if this issue truly happens each time you start Firefox, even when you only have totally trusted websites open, it's likely that you have some malware on your system.
I would advise updating your anti-virus and running a full scan.
