It should be in menu -> History -> Recently closed windows.
Thanks, but have tried this many times but the tab groups do not come back, only the window.
I have the same problem. I always resolved this problem by bringing them back as suggested, but the group tabs are gone, and I can't find a way to get them back.

I have this same problem, however, the "All Tabs" button does not show the Tab Groups that are missing.
What I get in there is "Recent Tab Groups", which does what it says on the tin. There is a submenu under that for "Show All", but again, this only works on *recent* tab groups.
If I have used the "save and close" on tabs a few days ago, with several browser open/close events (and a reboot or two) in between, then the groups that I "saved and closed" are now gone. Yes, I have gone into my profile and pulled the lost tabs out of the JSON file, but I really need a way of preventing this from recurring.
Ideally, I want to be able to "save and close" a tab group, and then have it sit around in the tab group list explicitly until it is deleted. Basically, I am wondering, how can I replace the "Recent Tab Groups" with something that is "All Not Deleted Tab Groups". Does this functionality not exist?
