bookmarks will not sync to ipad from firefox account

I have set up my existing Firefox account on my ipad Air2. I have tried several times to sync, but the existing bookmarks folder from my windows PC has not transferred. I have set up the sync settings to include bookmarks, but the bookmarks folder on the ipad is still empty. This is a process that I have never had a problem with before on my PC's.
