Let's rephrase the question then. Where can I find a report of the rules (or filters or whatever you like to call them) that my copy of TBird is using to define incoming messages as junk?

Try the JunQuilla add-on. It gives you some tools and insight as to how messages are being scored.

Also, under Tools|Options|Security|Junk you can enable (and view) the junk log.

The article that Airmail pointed you to also suggested JunQuilla. I guess you didn't read through the advice offered.
