If you're facing an issue where your downloads are only producing ".part" files in your directory, you're not alone. This often happens when a previous large file download failed to complete properly. The .part file is essentially an incomplete download, which means your browser couldn't finish downloading the file. Now, this might be preventing you from downloading anything else.
Here's what you can do:
1.Clear Your Browser Cache: Sometimes, clearing the cache helps resolve incomplete download issues. Go to your browser's settings and clear the cache.
2.Restart the Download:Try to download the file again. If the issue persists, ensure that your internet connection is stable.
3. Check for Space: Make sure you have enough storage space on your device to complete the download.
4. Update Your Browser: Ensure that you're using the latest version of your browser. Sometimes, outdated versions can cause download issues.

Thank you, I did clear my cache and now the file doesn't get sent to my assigned download directory but instead when watching the progress from the arrow icon in the sub menu the speed chokes down to even 17 kB/s !! I am looking for a trophy here ! ... then it dies and the error message is download not completed ... different tune ... same result ... this in Safari ... further inspection revealed this wasn't an entirely Firefox issue but is repeatable in other browsers as well. I am convinced this an entirely Google Photos issue and now my next move will be to download from my Android to my Mac and eventually HDD via a USB cable ... other mention I found was even using Bluetooth as an intermediary !! Many Cloud storage services are pure detritus ! Thks Google ... and Apple you are not far behind ...

Cleared browser cache as well as download job files but with no result. Further research revealed that this is not entirely a Firefox issue but in other browsers as well.
Google Photos would seem entirely responsible, and it also was repeatable from Google Drive, when I transferred the file to it ... same download issue to get to my assigned downloads directory. When watching the progress from the download arrow in the sub-menu, the file contents get downloaded to 80 % level then the speed starts choking, even as low as 17 kB/sec, looking for a trophy here ... then the error message is Download failed !
Using Safari as the browser allowed some files to download but not others ??? in a very haphazard fashion.
The following articles are giving me some hope ... but what a ridiculous means !!

Many cloud storage services are pure detritus ... Google you own this and Apple is not far behind, in the way they limit photo resolution without users' knowledge ...
