Toolbar button "Open file" is disabled

On previous releases of Firefox, when I added the "Open file" button to the toolbar I could click on it and a file browser would open to select a file to load. Now in Firefox 152.0, I was able to add the button to the toolbar, but it is disabled (greyed out) and does nothing when I click on it.

The Ctrl-O keyboard combination works, but I much prefer to use the toolbar button.

Interestingly I also see it disabled when added to the toolbar — but it gets enabled on subsequent new windows — does it still persist after restart or opening new tabs or windows for you?

For me, the problem persists on new windows, and also when my browser session is closed and reopened.
