How do I disable voice and black square around red "close" window symbol?

After a power outage, annoying voice came on that tells me every thing I'm doing, i.e., "opening MSN, closing window, etc." Also, a black square now surrounds the red "close" window circle. Can't disable other than turning down volume.

You have switch on the VoiceOver accessibility feature (System Preferences -> Speech;(fn) Cmd-F5)
